Missing or invalid key info in javascript key events.

Issue descriptionDevice name: Multiple Android Devices and Versions From "Settings > About Chrome" Application version: Chrome 48.0.2564.95 OS: Android 5.1.1 URLs (if applicable): www.asquare.net/javascript/tests/KeyCode.html Behavior in Android Browser (if applicable): I am unable to determine what key was pressed in the javascript key events in Chrome on Android. See 'Actual Results' section below for details. Steps to reproduce: (1) Visit the URL indicated above. (2) Type characters into the text field to view the key event information. Expected result: The key codes should be set to identify what key was pressed. We should also receive keyDown, keyUp and keyPress events. Actual result: Most keys result in values of 229 or 0, so it is impossible to determine what key is pressed. A few keys seem to report the correct code but most do not. We also do not receive keyPress events. All of this used to work in previous versions of Chrome for Android.
