Regression: Blink of Last opened Tab is seen on Opening Devtools

Version: 50.0.2661.26
OS: Ubuntu 12.04,14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome -> Open any Page(Ex: Chrome://apps)
(2) Now Press F12 to open Dev tools -> Go to any Tab(Ex: Timeline , Profiles)and record it.
(3)Now right click and select "Inspect Element" option and observe blink of  Last opened Tab (Please refer screenshot and Video)

Expected: Blink of Last opened Tab should not be seen on Opening Devtools
Actual: Instead  Last opened Tab is seen

his is Regression Issue broken in M-38

Manual Good and Bad Builds are:
Good build: 38.0.2093.3
Bad build : 38.0.2094.0

able to reproduce the issue on Mac 10.11 using chrome version 50.0.2661.26.
Marking it as Untriaged.
