OS: Linux, Windows (Win 7-Aero enabled)

What steps will reproduce the problem?
1) Launch chrome, go to 'chrome://apps' and change page zoom level to 175%.
2) Now scroll the page up/down using mouse wheel and observe.

Page flickers on scrolling the page even though there is no scrollbar seen.

Page should not flicker if there is no scrollbar present.

This is a Regression issue broken in M-47, below is the bisect info
