Regression: Sign-in overlay does not open on first click at bookmark bubble.

Issue descriptionChrome Version: 50.0.2661.26 (Official Build) 0abdf9cbb43ea5639687aa21a2bcb206b1dc6d7b-refs/branch-heads/2661@{#169}-32/64 bit OS: Mac Steps: 1. Launch Chrome and go to NTP 2. Click on 'Star' icon in ominibox to open bookmark bubble. 3. Now click on 'sign-in to Chrome' link on bookmark bubble and observe. Actual: Sign-in overlay does not open on first click on 'sign-in to Chrome' link Expected: Sign-in overlay should open on first click on 'sign-in to Chrome' link This is a regression issue broken in M-49, below is bisect info Good build: 49.0.2565.0 Bad build: 49.0.2568.0 Narrow bisect: https://chromium.googlesource.com/chromium/src/+log/221127798bff4a91906781f6e862a9258cd8b9f8..8dd71df302440688917462a92d8c6528f04e02a4?pretty=fuller&n=100 Suspecting: r360362 ? Please help to reassign if your change is not the cause. Note: This issue is not seen on Windows and Linux OS.
