Regression: 'Select All' option is enabled for blank textbox in gmail.com

What steps will reproduce the problem?
1) Launch chrome and go to above URL.
2) Right click on Email textbox and observe 'Select All' option.

'Select All' option is seen enabled for blank textbox. 

'Select All' option should be disabled for blank textbox.

This is a Regression issue broken in M-43, below is the bisect info

This isn't directly related to signin (which refers to Chrome Signin). Also, this doesn't seem to be P1, so lowering priority.
