Previous tab 'View site info' bubble is seen on next tab.

Chrome Version: 50.0.2661.26 Revision 0abdf9cbb43ea5639687aa21a2bcb206b1dc6d7b-refs/branch-heads/2661@{#169}(32/64 bit)
OS: Windows(Win-7 Aero Enabled)

What steps will reproduce the problem?
(1) Launch chrome,navigate to google.com page and click on 'Search by voice' icon. 
(2) Click on 'Allow' button then click on 'View site info' and click on 'Allowed by you'.
(3) Now open NTP and observe.

Previous tab 'View site info' bubble is seen on next tab.

Previous tab 'View site info' bubble should not seen on next tab.

This is a non-regression issue,seen from 'M-30' series.

Note: Issue is not seen on Mac and Linux OS.

Archiving this - navigation has changed significantly.  It may still be broken, but if it is, it's no doubt broken in a new an exciting way, rather than an old and...still exciting?...  way.
