Snippet cards are not displayed when opening the NTP on a bad connection

What steps will reproduce the problem?
(1) Be on a spotty cellular connection (technically online, but low bandwidth)
(2) Open the NTP

What is the expected output?

I expect to see snippet cards

What do you see instead?

No snippet cards, see attachment. Getting back to a better connection and opening a new NTP doesn't seem to help either.

Actually, the behavior I see happens on a normal (e.g. office wifi) connection as well. I just got this when I switched from another app back to Chrome 51.0.2680.0

It's probably still the same issue - I've seen URL requests fail on Wifi due to "network changed" events. Let's see if the fix for the other bug fixes this too.
