UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.12 Safari/537.36

Steps to reproduce the problem:
1. set plugin settings to not run automatically
2. open chrome://plugins in incognito window
3. set always allow for chrome pdf viewer
4. open a url with a pdf in incognito window (runs direct)
5. close incognito window
6. open new incognito window and open the url with the pdf again (you must click to run the pdf)
7. open chrome://plugins in this window (always allow still enabled for chrome pdf viewer)
