Investigate switching SVG text layout to use typographic character units |

Issue descriptionSVG's text layout is "character based" which is ambiguous. This gets complex with checks for surrogate pairs and is sometimes incorrect when handling ligatures. One way to clean this up would be to switch to using typographic character units internally: https://drafts.csswg.org/css-text-3/#typographic-character-unit
