Add MD hover states to the bookmark bar

Probably on your list, adding this for tracking.
Bookmark bar needs new shiny hover and pressed states :)

The bookmark cl is coming down the road. That said, I wasn't really aware of the new hover and pressed states so thank you.

it's the same visuals as the icon hover/pressed, just rectangular.
Spec from the drive attached. This is Cros spec but applies here.
I'll file a separate bug for the icon switch.
