Issue description

Let me know if you need spec here, views implementation has the exact values if you want to look there.

Let's align with with Views since they created the hover timing without initial spec.
 
+bruthig, Mac is looking at implementing fade-in/out on toolbar button (not ripple, just the fade). Could you indicated what timing with use for this ?

250 ms is used for both fade-in and fade-out
