getusermedia source page is not working with Microsoft external camera

Issue description

Chrome Version: 50.0.2661.20 / 7978.10.0 dev
Device : Daisy
Camera used : Microsoft Lifecam HD-3000

Precondition - Insert Microsoft external camera in to the chrome device Daisy before starting tests

1. Browse to https://webrtc.github.io/samples/src/content/getusermedia/source/
2. Open the javascript console (alt+cmd+j or ctr+shift+j) and watch for any errors
3. Select "Microsoft" external camera from "Video source" drop down list
4. Observe that audio from Microsoft external camera is heard but no video is displayed from that source.

Expected result:
Video from selected video source (Microsoft external camera) should be displayed

Actual result:
Video from selected video source (Microsoft external camera) is not displayed. Please see this video : https://drive.google.com/file/d/0B_iIlDy84LyFNzNfdWFoWVZJWWc/view?usp=sharing

Notes:

1.

b) Tests passed successfully some times and sometimes failed with following error:
"[FAILED] Video track ended, camera stopped working
[ FAILED ] Incorrect captured resolution.
[ FAILED ] Camera delivering lots of black frames.
[ FAILED ] Camera delivering lots of frozen frames."

2. Built-in camera app is working properly on all the devices

3. Microsoft apprtc calls is also not working with apprtc loop back calls

5. This issue is not seen with device built-in camera and Logitech external cameras

Is this new with M50?

This issue is also observed in M48 stable (48.0.2564.116 / 7647.84.0 stable) and M49 beta ( 49.0.2623.74 / 7834.32.0)  on device Squawks.

getusermedia source page https://webrtc.github.io/samples/src/content/getusermedia/source/ initially did not work with Microsoft external camera as described in the initial bug report. It started working when an apprtc loopback call is initiated in another tab on the same device.

Observed that on M50,sometimes, getusermedia source page displayed video from Microsoft external camera when it is left inserted into the device for a long time.

Yes, I saw the same error log.
 uvcvideo: Failed to query (131) UVC probe control : -32 (exp. 26).

I think this is the same issue as  bug 571074 .
