Add visualization for auto-bisect results.

Issue description

It'd be super helpful to visualize the results of bisects with a histogram and an empirical CDF.

For example, in https://bugs.chromium.org/p/chromium/issues/detail?id=592296#c4
I want to know whether the results were bimodal, and that's why the middle commit is so different from the other two.

The suggestion was to generate the graphs in matplotlib and upload them to a Cloud Storage bucket.
 
In some future world where we have histogram data from multiple runs of each revision on the perf dashboard, would we want to be able to re-use the same visualization there?

Another potential solution in the future could be having a page on the perf dashboard which shows graphs based on the partial results sent to it.
