Backdrop filter shows black on Linux

Steps to reproduce : 
Open any page with backdrop filters with the flag enable-experimental-web-platform-features on Linux, the div that has backdrop filter is just showing black.

Error message :
ERROR:gles2_cmd_decoder.cc(11461)] [.CommandBufferContext.Compositor-0x15254b165e20]GL ERROR :GL_INVALID_OPERATION : glCopyTexImage2D: incompatible format

This is reported in 570040, but that the root cause there seems to be different. This is also mentioned in 547937, but the original bug there is different, so I added a new bug.

Did a preliminary investigation with the help of zmo@, the incompatible format error message is because the read format is RGB and the internal format is RGBA.
