Dead key does not produce correct DomKey

Issue description

Version: 51.0.2672.0 (64-bit)
OS: Chrome OS Platform 8034.0.0

What steps will reproduce the problem?
1. Make sure "experimental Web Platform features" is enabled in chrome://flags
2. Navigate to http://nonan.jp/keyevent/input.html
3. Switch to French layout
4. Focus on the field and press '['

What is the expected output?
Should produce DomKey 'Dead'

What do you see instead?
Produce DomKey 'Unidentified'

Add DomKey&DomCode to fabricated keydown event if exists

On French layout pressing dead key will start composition and
InputMethodChromeOS will send a fabricated keydown event.

According to spec keydown for dead key should have DomKey "Dead".
(similar for DomCode)
