Browser tools severity level hard to see in Material Design (Mac)

The browser tools button, previously referred to as the "hamburger menu," changes colors to show state. Now that the icon has changed from three rectangles to three dots it's very hard to see its color. I have attached two screenshots, one showing the icon in yellow severity level woth the system theme and another showing the yellow severity level with a dark custom theme.

This is also going to be a concern for Windows and Linux (but not for CrOS, since its update notifications appear in the shelf).
