Unable to navigate the Chrome menu using the keyboard with NVDA

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:43.0) Gecko/20100101 Firefox/43.0

Steps to reproduce the problem:
1. Press Alt + f to open the menu.
2. Try using the arrow keys to navigate the menu.
This also seems to effect context menus in the browser.

What is the expected behavior?
The menus should be fully navigable using only the keyboard.

What went wrong?
It is not possible to navigate the menus using only the keyboard.

Chrome version: 50.0.2661.18 dev-m (64-bit)<Copy from: 'about:version'>  Channel: dev
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

I am using the NVDA screen reader.

Fix accessibility of buttons inside Chrome menu

The Cut, Copy, Paste, Zoom In/Out, and Fullscreen
buttons inside the Chrome menu aren't working with
some Windows screen readers.

Fix them by firing the same event (AX_EVENT_SELECTION
internally) and using the same role (AX_ROLE_MENU_ITEM)
for these buttons as for any other items within the
menus.

Internally we consider them to be "buttons", but since
the keyboard behavior is to just linearize them,
from an accessibility perspective it makes more sense
to consider them to just be menu items.
