Download indicator overheats certain ARM systems!

Issue description

Chromium Version       : Version 48.0.2564.116 Ubuntu 15.10

Other browsers tested: N/A: Chrome/Chromium-specific feature

What steps will reproduce the problem?


On an ARM embedded system (mine's an ODroid U3 running Xubuntu Linux 15.10)...

0) Enter Incognito mode. (Not tested in non-incognito but it likely has the same behaviour.)

1) download a large file (>100MB) using Chromium. Note: i have only tried this with HTTPS connections. It might not be reproducible on HTTP (non-S) connections.

2) The download indicator pops up along the bottom of the page.

3) Watch the CPU temperature slowly rise (a degree C every 3-5 seconds or so) until it gets too hot for comfort. (Tip: install a CPU monitor applet in your desktop system of choice beforehand!)

4) Close the d/l indicator.

5) watch the temperature gauge quickly sink.

Curiously, the "all downloads" page does not do this.

What is the expected result?

  Not what it does.


What happens instead?

  Keeps heating up until either i close the d/l indicator or the system overheats and shuts itself down.


i have witnessed/tested this 4 or 5 times, 100% reproducible on my system.
 
PS: this is not specific to version 48.0.25.... - i've been seeing this for several months now.

Currently ARM embedded system with ODroid U3 Xubuntu Linux 15.10 is not available with HYD team , So requesting MTV team look in to this issue.


Another detail: my internet connection is 16mbit, connected over ethernet cable. It might be possible that this is a driver-level issue, except that Chromium's bottom-of-the-page download indicator is the only thing which seems to trigger an overheat (and the Flash player, but that's a different story, and streaming videos over my home network does not overheat it).

To see the behaviour, one has to download a file big enough that it will take some time to download. 100MB or so is sufficient for my 16mbit line, but testers in a Google lab may need to grab a DVD image or some such (assuming they have much faster lines than mine).
