In full screen mode virtual touch keyboard doesn't change the window size

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/48.0.2564.116 Chrome/48.0.2564.116 Safari/537.36

Steps to reproduce the problem:
1. Launch chrome with option --disable-usb-keyboard-detect.
2. Open any webpage and press F11 to fullscreen
3. Tap on text field on screen bottom

What is the expected behavior?
Screen size must change to available screen size.
Page scroll to focused field

What went wrong?
Onscreen keyboard overrides textfield and i cant scroll to it because window has a wrong height.

Did this work before? No
