light website text isn't visible in drag image on linux

Issue description

Version: 51.0.2672.0 dev
OS: Ubuntu 12.04,14.04,windows

What steps will reproduce the problem?
(1) Launch chrome >> Open incognito mode >> Select text on NTP page and drag the text and observe

Expected: On dragging selected test should be visible.
Actual: Instead selected text is not seen on dragging it

This is a regression issue broken in M49.

Summary: light website text isn't visible in drag image on linux (was: [Regression]: Selected text is not seen on dragging it in incognito window)
This is not specific to the (otr) NTP, it will repro on any website text that is light. It's not a regression.

I am not sure this is Blink, either. This is likely somewhere in Linux/Aura? I don't see anything suspicious in the bisect range. Would like to confirm that it still happens on Linux on the latest build?
