Regression: [DevTools]After removing newly added throttling option, its still showing on device toolbar.

Issue descriptionChrome Version: 51.0.2672.0 Revision b4fd57023ade2863e463d3380456968dca6c8bcf-refs/heads/master@{#380022}(32/64 bit) OS: All(Win- 7 Aero Enabled) What steps will reproduce the problem? 1. Launch chrome,open dev tools window an click on 'Toggle device mode' icon. 2. Click on More options icon from device toolbar and click on 'Show throttling' option. 3. Now click on No throttling drop down,click on Edit and add new throttling and select that new added throttling. 4. Then press F1,navigate to Throttling and remove that newly added and observe. After removing newly added throttling, its still showing on device toolbar. After removing newly added throttling, its should not show on device toolbar. This is a regression issue,broken in 'M-51', will soon update the other info:
