EME permission is not shown in page info on Chrome OS/Android

Issue description

Version: 51
OS: Chrome OS

What steps will reproduce the problem?
(1) Visit https://adrifelt.github.io/demos/all-permissions.html
(2) Click on "EME" and accept the prompt
(3) Click on the lock icon to view permissions.

What is the expected output? What do you see instead?
Since we show a prompt on Chrome OS and Android, we should probably surface it surface it in Page Info – our standard place to undo permission decisions.

Does "undo" mean change the setting or revoke it from the page now?

In any case, revoking the permission after granting it to a page could have unexpected consequences, breaking the page in unexpected ways. This was previously deemed acceptable since the UI was not easily accessible. It may continue to be acceptable given that the user is modifying settings while a page is running, though more users will encounter this.
This seems a duplicate of issue 454979, which we cover the "protected media identifier" permission in page info bubble and page actions in omnibox.
Re #1: With "undo" I meant either to revoke a previous grant, or to undo either an explicit or explicit rejection by resetting the value to default.

There can be unexpected consequences for changing a permission on any given page.

Re #2: I would be okay with deduping into Issue 454979, but I'd like to note that this is a matter of consistency (if a user responds to a permission prompt on a given platform, the decision should show up in page info) rather than a desire to make the EME/protect media setting accessible from page info.
