Security panel bullets use inconsistent capitalization

Max, any guidance here on how capitalization should be?

Should we have subsequent words capitalized, like "Certificate" and "Resources" in the example? Or should they be lowercase like "connection" in the image?

jonathan.garbee, are you still interested in fixing this?

If so, I'm not Max, but I think we should have all words capitalized (e.g. "Secure TLS Connection") to be consistent with, for example, the Audits panel.
Status: WontFix (was: Started)
The only inconsistent capitalization is "Secure TLS connection" [1], which will be obviated by https://codereview.chromium.org/1727133002 (once I finish figuring out which bot errors are real errors). Might as well just close this.
