"[Extension] requires new permission" bubble has pixelated extension icon on Retina.

What steps will reproduce the problem?
(1) Install an extension on a computer with a 2x Retina screen.
(2) Receive an upgrade to the extension that requires approving more permissions

What is the expected output? What do you see instead?
See menu-dropdown.png. The extension icon seems to be downsampled and displayed at 1x.

Note: I've reproduced this on OSX as well as Chrome OS (Pixel 1).
