Issue descriptionThe NetLog uses TimeTicks coerced into Time values to display UI times. TimeTicks and Time are fundamentally opposed and can skew for a number of reasons. If a timing anomaly occurs during logging (for instance, the user enters suspend mode or changes the system clock), then we should indicate this in the UI. This is accomplished by recording a comparing (end_time - begin_time) and (end_timeticks - begin_timeticks).
