Screenshot + image paste doesn't work well on ChromeOS |

Issue descriptionWhat steps will reproduce the problem? (1) Take a screenshot. (2) Try to paste in a page that has a paste event handler. (3) What is the expected output? What do you see instead? On Windows/Mac/Linux, event.clipboardData.items contains a DataTransferItem with mime type image/png. On CrOS, there's only a DataTransfer item with text/html MIME type. Sites that allow you to paste images (like Twitter) expect image/png to allow pasting the screenshot directly. I'll dupe 592197 into this one: twitter outreach is one way, but CrOS behavior shouldn't differ from the other Chrome platforms either. Issue 150835 is about a similar area, but going in the other direction.
