Allow simulating keyboard show/hide in DevTools emulation

DevTools mobile emulation should allow simulating showing the on-screen keyboard like mobile devices. This would make it easier to build nice user input experiences from desktop.

This should actually become easier once the Android OSK is made to have less effect on the page (issue 404315).
