Limit the number of suites created by suite scheduler within a time window |

Issue descriptionTo prevent suite scheduler to create too many suites that leads to overloading the lab, we should add some threshold on the number of suites it can create within a given time window. Once it hits that limit, suite scheduler should not create more suites.
