Increasing feedback reports in "Your connection is not private Err_unexpected"

We are seeing increasing reports of "Your connection is not private Err_unexpected"

What steps will reproduce the problem?

What is the expected output? What do you see instead?
Expected: Chrome should load the website w/o warning page
Instead: Chrome shows warning page

Eugene: Please take a look at this. I can repro with https://www.ppcc.edu/ on desktop (Mac) Chrome.
Note that visits to http://www.ppcc.edu/ is fine.

If I visit http://www.ppcc.edu (correct), then click on Future Students, I ended up with https://www.ppcc.edu/future-students/ which gives me "Your connection is not private"

There are 2 issues here:
1.) iOS believes that cert is invalid (more-likely because server does not return the complete chain or so).
2.) In Chrome error is not recoverable

The first bullet is WAI, it is also reproducible with Safari and website should fix their cert chain.
The second one is fixed in M49.
