Fixing component name after Monorail migration

Blink>ToolsTest renamed to Blink>Infra

Given that there's an initiative to move all layout tests to the WPT testharness.js, would this feature request be better off in that repo? https://github.com/w3c/testharness.js/

I'd imagined this being implemented in Blink's C++ code (which knows about active objects like XHR), but I wouldn't object to someone proposing some feature in testharness.

This issue has been Available for over a year. If it's no longer important or seems unlikely to be fixed, please consider closing it out. If it is important, please re-triage the issue.

I don't remember what test I was looking at originally. I still think this would be useful, but it may be low-priority enough that it realistically won't ever happen.

It hasn't been a problem for me personally lately, at least.
