OS : All (Win 7 aero enabled)

Steps : 
1. Launch Chrome, open NTP, go to devtools and open 'Drawer' using 'Esc' key.
2. Click on 'top' drop down list seen in the 'Console' drawer.
3. Now press 'Ctrl ++' key and observe

Actual : On pressing 'Ctrl ++' web page get zoomed  (even when the focus is in devtools.)
Expected : On pressing 'Ctrl ++' page should not get zoomed i.e. nothing should happen.

This is a regression issue broken in 'M-43' and below is the manual regression :
Good build :  43.0.2353.0
Bad build :  43.0.2355.0
