[Regression]: Ripple effect on all paper icons is not as expected in chrome://media-router

Issue description

Version: 50.0.2661.18 dev 
OS: Ubuntu 12.04,14.04,windows

Pre-condition: Enabled 'Media Router' flag from chrome://flags

What steps will reproduce the problem?
(1) Launch chrome and navigate to chrome://media-router
(2) Hit tab until focus is on "cast to" dropdown or "x" icon and observe ripple effect

Expected: Focus ring/ripple for cast to dropdown and "x" should be fully seen
Actual:Instead focus ring is not fully seen.

This is a regression issue broken in M50.

Direct navigation to this page is not supported.  Jennifer you are welcome to re-open if this is not specific to direct navigation, though it looks like it is.
We have bugs tracking this for the dialog.
Issue is also seen when opening cast overlay.

Steps: 1. Enable media router flag from chrome://flags >> Launch chrome and open NTP
       2. Right click for context menu >> Select cast option >> Using tab focus any paper icon and observe
