Regression: Blink of black screen is seen after ending process of GPU from task manager.

Issue description

Chrome Version: 50.0.2661.18 Revision 065abedd019e82448b309ca31e8b5dc99c1b5c63-refs/branch-heads/2661@{#119}
OS: Windows 8.1, Windows 10
         
What steps will reproduce the problem?
(1) Launch chrome, press shift+Esc to open task manager.
(2) Click on 'End process' by selecting GPU Process.. and observe.

Blink of black screen is seen after ending process of GPU.

No such blink should seen.

This is a regression issue,broken in 'M-50' ,below is bisect info:

Good Build: 50.0.2625.0
Bad Build: 50.0.2627.0

Ending the GPU process is expected to cause a bit of disruption. As long as it recovers after a few seconds that should be fine.
