Regression: Unnecessary focus highlight is seen on 'Cast to' drop down after opening 'Cast' dialog.

Precondition: Enabled 'Media Router' flag from chrome://flags

What steps will reproduce the problem?
1. Launch chrome,click on 'Cast' option from wrench menu, observe.

Unnecessary focus is seen on 'Cast to' drop down.

Focus should not seen on 'Cast to' drop down.

This is a regression issue,broken in 'M-51' below is bisect info:

Good Build: 51.0.26670.0
Bad Build: 51.0.26671.0

I reverted the CL causing this last night. Looks like the reverts didn't make it in time for Canary, which is causing some issues today. :(
