Regression:Flickering issue is observed on 'Cast' overlay.

Chrome Version:51.0.2671.0 (Official Build) fcf7354b33a5df1f26cee7c2da9b7c4864897679-refs/heads/master@{#379691}
OS: Mac

What steps will reproduce the problem?
1. Launch chrome, click on ‘Cast’ option from wrench
2. Click on Cast to drop down and observe the overlay.

Actual: Cast overlay flickering is observed.
Expected: Cast overlay flickering should not be seen.

This is regression issue, broken in ‘M 51’ and will soon update the other info.
