Regression: Location bubble is not occurring for ‘http://adrifelt.github.io/demos/all-permissions.html'

Chrome Version: 50.0.2661.18 (Official Build)065abedd019e82448b309ca31e8b5dc99c1b5c63-refs/branch-heads/2661@{#119} 32/64 bit
OS: Windows ,Mac

What steps will reproduce the problem?
1. Launch chrome and navigate to http://adrifelt.github.io/demos/all-permissions.html
2. Click on ‘Location’ button and observe.

Actual: Location bubble is not occurring.
Expected: Location bubble should occur (Should be seen.)

This is regression issue,broken in ‘M 50’ and will soon update the other info:

able to reproduce the issue on windows 7 using chrome latest canary version 51.0.2674.0

Issue is still seen on Mac 10.11.3(51.0.2673.0) and Win 7 using canary 51.0.2677.0.

This issue is still reproducible on latest canary version - 51.0.2692.0 on All-OS.

A friendly reminder that M50 Stable is launching soon! Your bug is labelled as Stable ReleaseBlock, pls make sure to land the fix and get it merged into the release branch by Apr-5. All changes MUST be merged into the release branch by 5pm on Apr-8 to make into the desktop Stable final build cut. Thanks!
