Unable to save page offline

Application Version: Chrome Dev 51.0.2671.0
Android Build Number: 5.1.1/LMY47V
Device: Karbonn Sparkle V

Precondition:
1. Enable offline pages flag should be ENABLED under chrome://flags.

Steps to reproduce: 
1. Launch Chrome.
2. Search anything(ex.Google)> Tap on the bookmark icon from URL Omnibox to save page offline.
3. Go to Saved pages from chrome menu> Go to Saved offline> Observe. 

Observed behavior: 
Unable to save page offline.

Expected behavior: 
Should able to save page offline.

Frequency: 
<5/5>

1. This issue is present from M-51.0.2667.0 build of M51 milestone.
2. Good Build: 51.0.2666.0
   Bad Build: 51.0.2667.0
3. This issue is reproducible on Samsung Galaxy S4(5.0.1/LRX22C),Moto g2(5.0.2/LXB22),Spice Mi-498(6.0.0/MRA58M),Karbonn Sparkle V(5.1.1/LMY47V),
Nexus 7(5.1.1/LMY48T),Nexus 9(6.0.1/MMB29S),Micromax Canvas A1(6.0.1/MMB29Q).
