When multiple chrome instances open (canary and stable) tell the user why chrome://inspect can not find the connected phone

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.75 Safari/537.36

Steps to reproduce the problem:
1. debug a phone using chrome://inspect on chrome stable
2. open chrome://inspect on canary and notice how the phone does not show up until you totally quit chrome stable

What is the expected behavior?
Some kind of warning or message alerts you to why the you are unable to inspect the phone in the other browser instance

What went wrong?
No UI to tell me what is going on

We cannot detect that someone else is using USB device, but we can just add a generic message explaining that other application may grab the device (for example, another Chrome). Paul, can you come up with a good message here?
