Issue descriptionVersion: 51 canary OS: All What steps will reproduce the problem? (1) Open http://w3c-test.org/html/semantics/embedded-content/media-elements/loading-the-media-resource/resource-selection-invoke-insert-into-iframe.html What is the expected output? What do you see instead? Expected: The test passes. Actual: The test fails. Please use labels and text to provide additional information. It seems the HTML specification doesn't ask for loading media when a media element is inserted into a Document. In-document-or-not doesn't matter. The test passes on Firefox and Edge.

I can confirm that Chrome is the only browser that fails the test above. Edge, Safari and Firefox all pass it.
