Request to refactor PermissionUmaUtil to use url::Origin

Permissions are correctly scoped to *origins*, and GURLs were never entirely the right fit for that concept. We therefore now have a new class, url::Origin, thanks to mkwst.

miguelg, I'm assigning it to you only since you seem to have been the originator of this class. If you're not the right person to handle it, let me know.

Yes, it almost certainly requires my CL to land first.

I'll work on fixing the tests for that, and pinging mkwst. :)
