devserver not accepting any connections, error: scoreboard is full

Issue description

Found chromeos4-devserver3 got stuck in following error:

[mpm_event:error] [pid 31293:tid 139811299645312] AH00485: scoreboard is full, not at MaxRequestWorkers

I can't make any curl call to the devserver, e.g.,
curl http://100.107.160.3:8082/check_health

Tried localhost or 127.0.0.1, both failed with that error.
There are only 10 connections on port 8082, 8 running process of apache. There are 23 instance of devserver running (for paygen test). apache2 reload or restart devserver service can't fix the issue. It only starts to work after apache restart.

chromeos2-devserver5 has the same issue.

Found in chromeos2-devserver1 too.

@ Dan - can you give more context? Also, is this P2 or P1? Also, what's a "scoreboard" ?

The error is related to some Apache behavior. We are not seeing that in any devserver now (otherwise a devserver will be reported as unhealthy). 

I'd like to leave the bug open. So we know it happened before in case it hits any devserver again.

P2 as it's not really a repeating issue.
