Accessibility focus does not follow user through anchor tags

Issue descriptionSteps to reproduce the problem: 1. Enable Talkback 2. Load a wikipedia page in Chrome (e.g. https://en.wikipedia.org/wiki/Green_Day) 3. Go to the very bottom of page and activate “Desktop” 4. Scroll down a bit once the page reloads and select and activate any item under the Contents section What is the expected behavior? After activating an anchor tag, the page should jump to that location and the user should be able to swipe right to navigate into the contents of that section. On swiping left, the user should be able to jump to the previous section. What went wrong? When activating an anchor tag the page does jump to that location, and the visual focus indicator does move to the item, but if the user linear navigates backward or forward they will still be in the Contents. (The actual focus of the swipe order hasnt moved) Did this work before? No Chrome version: Chrome 49.0.2623.75 Channel: beta OS Version: Jellybean Flash Version:
