Regression: arrow for displaying hidden browser action buttons (for extensions) has been removed

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.75 Safari/537.36

Steps to reproduce the problem:
1. Add some extensions
2. Drag the sizer to the right of the omnibar so that some of the browser action icons are hidden

What is the expected behavior?
An arrow button should appear to the left of the menu button. Clicking the arrow button should display a list of the browser action buttons that are not visible to the left.

What went wrong?
The arrow button is gone, so I have to size the bar up again to get at the hidden buttons.

I don't know if this is the latest in a round of over-aggressive "less is more" tweaks, but not having the expander button means that I have to size the bar up in order to get at the less-frequently-used extension buttons. I suspect the argument might have been made that if the buttons are hidden, then there was a reason for doing so, and thus an expander button is unnecessary. If this is the case, I respectfully disagree. I put my most important buttons to the left and hide all of the others, both because they cause clutter, and because some of them entice distracted behaviour on my part. *I still want to be able to access them easily if I need to though!*

Please bring back the expander button.

As far as I can tell, it seems related, but the issue I have described is not mentioned anywhere in the one that you've referenced. Even though the change in the referenced issue reveals all extensions as buttons in the toolbar, you can still hide some of them by dragging the slider (as per my screenshot), and when you do, an expander arrow button should still appear, but doesn't.
