The data we are getting back for Power.BatteryDischargeRateWhileSuspended from Alex devices is unrealistically low (i.e. < 1 mw)

At one point (~6/24/15 - 8/16/15) the data seemed to be more reasonable but on either side of that period the data does not make sense.

We should dig into this to ensure that we are receiving accurate measurements from these devices so that we can identify regressions if they are to happen.
