dwm.exe uses 25% CPU on the Chrome Remote Desktop host: Windows Server 2012 R2

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.3; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.75 Safari/537.36 Steps to reproduce the problem: I'm trying to use Chrome Remote Desktop for the first time. When connected, host with running Chrome Remote Desktop 'server' has process dwm.exe consuming ~25% CPU (runs under some internal user DWM-2). What is the expected behavior? dwm.exe and other supplementary staff should consume close-to-zero CPU. What went wrong? dwm.exe uses 25% CPU + other Remote Desktop processes eat roughly 5-10% with total of 30-35%. Note: host intentionally has rather slow (and low power CPU) CPU - Celeron 1037U.
