Chrome doesn't navigate through the start up page in NVDA if you don't move the mouse

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/47.0.2526.106 Safari/537.36

Steps to reproduce the problem:
1. Install NVDA 2016.1
2. Install Chrome
3. Launch NVDA
4. Launch chrome (Win key and type in chrome)
5. Don't move mouse
6. Goto  google.com in address bar

What is the expected behavior?
2 things.

1. I expect that you should be able to use the arrow keys to set chrome as the default browser.
2. I expect the once google.com loads I should be able to navigate the page using up/down arrow(without moving the mouse)

What went wrong?
If I tab through buttons, I can get some of the page to be read. Also if I move the mouse, the page will be read.

Chrome version: 49.0.2623.75  Channel: stable
OS Version: Win 10 Enterprise
Flash Version: Shockwave Flash 20.0 r0

I attached a video showing all the key commands I was pressing as I was trying to use chrome.

Able to reproduce this on the latest stable(50.0.2661.94) and the latest canary(52.0.2722.0) on Windows-10 with NVDA 2016.1 installed.

Focus doesn't go to the 'set chrome as the default browser' info-bar using arrow keys. Not sure about the correct behavior here. Marking this as Untriaged and adding proper label for someone to have a look at this.

I can set Chrome as the default browser using tab and space / enter. The bar that lets you choose whether to make Chrome the default browser is not in HTML. It's part of the toolbars and menu system of Chrome. Toolbars and menus in Chrome were never navigable using a virtual buffer and usually require the use of the tab key.
