Repro summary for those who don't want to watch the video:

1) Desktop search via google.com
  * results in a scrollable page of results
2) Delete text from search field
  * search results are cleared
  * scrollbar remains even though it appears there is nothing to scroll.

But:

* This is not a WebView bug. Webview is an Android system component, and you are using Chrome on Windows.
* Chrome is behaving correctly because there is a styled div with a fixed height that keeps the page the same size. Maybe this is a bug that should be filed against google search, but it's not a Chrome problem. In fact you can verify this by doing the exact same thing with Firefox.

For future reference: although a video can be helpful to illustrate a point, you shouldn't include text commentary in the video; type it into the bug. It's much easier for us to read a description of the problem than to spend time scrubbing through a video (and it's quicker for you to submit the bug too).
