Adding to Hwops queue

Device 0d88d39743e4b8df was wedged and had to be power cycled.   This device is plugged into port 6 of the hub.   Device 0748c4920059f1a7 is plugged into port 7 and seemed fine.  

Let's see if the next build show total device happiness starting with https://build.chromium.org/p/chromium.perf/builders/Android%20Nexus5%20Perf%20%282%29/builds/2267

Just checked, as of build 2290, only 1 device is blacklisted now, 0748c4920059f1a7.

 Issue 593954  has been merged into this issue.

As off this morning 0748c4920059f1a7 is back but 0d88d39743e4b8df is blacklisted again.

Playing around with the devices it looks like port 6 on the hub is bad.  Just replaced the hub.   This is effective starting with https://build.chromium.org/p/chromium.perf/builders/Android%20Nexus5%20Perf%20%282%29/builds/2333
