Non-regression: UI is not proper on translating the 'fang.com' page to english.

Issue description

Chrome Version       : 49.0.2623.81 (Official Build) 
OS Version : Ubuntu 14.04

What steps will reproduce the problem?
1.Launch chrome and open 'www.fang.com' page.
2.Translate the page to english.
3.Hover the mouse over 'Soufun world family room' link at the footer of the page and observe.

What is the expected result?
The border of the overlay opened on hovering over the link does not enclose all the content.

What happens instead?
The border of the overlay should be proper and should enclose all the content.

This is a non-regression issue, seen from 33.0.1750.152 stable build.

This issue is seen on windows also.

Note: On 29.0.1514.0 stable build, server error is seen on translating the page.

Able to reproduce the issue on Mac 10.11 using chrome version  49.0.2623.81

Can still reproduce in 58. This looks like an issue with the way the Translate Element renders the page. Marking it as External Dependency and flagging to Translate team.
