Precondition: Enable the 'Media Router' flag from chrome://flags.

What steps will reproduce the problem?
1. Launch chrome,click on wrench and select 'Cast' option.
2. Then open 'Task manager',right click on 'cast dialog' and select 'inspect' option. 
3. Observe the favicon icon for opened dev tools window.
 
Favicon icon for opened dev tools window is not seen.

Favicon icon for opened dev tools window should be seen.

This is a non regression issue,seen from 'M-46'series.

Note: Issue is not seen For Mac OS.
